Joe Boyer

L. Joe Boyer is a Senior Advisor to Bernhard Capital Partners. Prior to joining BCP, Joe served as Chief Executive Officer of Atlas Technical Consultants from September 2017 to March 2024.
Joe partnered with BCP as the founding CEO, guiding Atlas from startup to its NASDAQ IPO in 2020. Joe served as CEO and Board Member of Atlas, a $630M engineering & testing firm, until 2024. Prior to joining Atlas, Joe served as CEO of Atkins North America, a global transportation and environmental engineering firm. Before Atkins, he served 10 years with The Shaw Group’s $1.2B Federal Division as President overseeing environmental and infrastructure services. In addition to his public and private company leadership, Joe has served on community water boards and associations.
Joe graduated with his B.S. Architectural Engineering from The University of Texas at Austin in 1986 and an MBA from Pepperdine University in 1992.
